A resolution concerning cohesion policy and regional policy of the EU after 2013, September 28, 2010

On September 28th the Commission for Regional Development (REGI) voted in favor of the resolution concerning cohesion policy after 2013. A voting during the plenary session is scheduled for October 7th in Brussels.


A press release regarding the resolution:
“It reduces the differences in the level of development, it accelerates development, it favors modernization and it is proof of European solidarity” – cohesion policy. REGI Members adopted a resolution drafted by Prof. Danuta Hübner about the shape of cohesion policy and its regional dimension after 2013. Any attempts to nationalize cohesion policy and division into particular sectors are not accepted within the document.

Prof. Danuta Hübner said, “The Lisbon Treaty has strengthened cohesion policy. We expect that the future European budget will provide sufficient resources so that cohesion policy may stimulate the development potential of entire Europe, elevate the competitiveness of the European economy and ameliorate the quality of our life.”

This resolution is the first voice in the discussion regarding cohesion policy after 2013 i.e. before the next financial perspective of the EU. The resolution recognizes that cities dynamically influence economic development and energize the surrounding rural areas economically. Therefore, after 2013, investment in urban, as well as rural, projects should be considered.

According to the Members of the Comission for Regional Development, GDP must remain the principal criteria to receive support from cohesion funds. Moreover, the members demand that cohesion policy be results-oriented to a greater extent. This requires a simplification of procedures on one hand and an enhancement of the supervision system on the other.

Prof. Danuta Hübner has intervened already in October of 2009 with Jose Manuel Barroso (President of the European Commission) and Prof. Jerzy Buzek (President of the European Parliament) in defense of the integrity of cohesion policy. This was a response to information concerning a sectoral approach to the EU budget and an elimination of the regional and local level from the administrative system of cohesion policy.
