Prof. Danuta Hübner, the chairman of the Regional Development Commission in the European Parliament, said that the resolution regarding the cohesion policy after 2013, which was adopted by the European Parliament today, will from this point on be the united and strong voice of the European Parliament in the debate about a new financial perspective.
The cohesion policy is a policy for all the regions of the European Union. It is the policy of the future and will guarantee Europe’s development and competitiveness, as well as enable the realisation of the goals of the Europe 2020 strategy due to an investment in innovation, employment and infrastructure.
‘We stand up to inter alia the splitting of the budget into sectors, for we think that the GDP should be the primary criterion determining the allocation of funds. We believe that the policy of cohesion is the guarantee for the success of the Europe 2020 strategy. We postulate for the gathering of the Council of Ministers for the cohesion policy,’ Prof. Hübner added.
The resolution of Prof. Hübner is the first voice in emerging discussion on the cohesion policy beyond 2013. Prof. Hübner intervened and defended the integration of the cohesion policy already in October 2009 – both under the President of the European Council, Jose Manuel Barroso, and the President of the European Parliament, Jerzy Buzek.
‘I believe that the regional dimension of Europe will be considered in the negotiations about the budget of the European Union, because a strong and properly financed regional policy is a condition of achieving social, economical and territorial cohesion,’ said Prof. Hübner.
The MEPs decided in favour of a firm rejection of any attempt to divide the budget into sectors at the expense of the cohesion policy. The resolution emphasises the importance of cities, which have a stimulating and dynamic economic influence on the surrounding countryside. The MEPs demand that the cohesion policy be more focused on results. This requires a simplification of procedures on one hand, and making the monitoring of helping more efficient on the other.
