Regional Policy Commissioner Danuta Hübner together with Employment and Social Affairs Commissioner Vladimir Špidla accompanied European Commission President Jose Manuel Barroso to Lisbon on the 17th of October 2007 and attended the official ceremony for the launch of Cohesion Policy programmes in Portugal for 2007-13 hosted by the Portuguese Prime Minister Mr José Sócrates and Mr. Francisco Nunes Correia, Minister for Regional Development. Commissioners Hübner and Špidla signed 10 Operational Programmes which will lead to European investment of € 20.9 billion. The signings covered seven regional programmes (Açores, Alentejo, Algarve, Centro, Lisboa, Madeira and Norte) and three thematic programmes: "Competitiveness factors" and "Territorial enhancement" with investment from the European Regional Development Fund (ERDF) and the Cohesion Fund(these amount to €14.8 billion including the regional programmes) and "Human Potential", under the European Social Fund (ESF) (which amounts to €6.1 billion).

Madeira, 4-5 October 2007
On 4-5 October, jointly with Alberto João Jardim, President of the Regional Government of Madeira, Luis Felipe Amado, Minister for Foreign Affairs, of the Portuguese Government, and the Presidents of the outermost regions, Danuta Hübner, Commissioner for Regional Policy, participated to the annual Conference of the Presidents of the outermost regions. The Presidents of the outermost regions expressed their satisfaction to Commissioner Hübner about the achievements of the strategy for outermost regions and confirmed their support to participate in the debate about future perspectives for this strategy. Ms Danuta Hübner also visited several projects including the Socorridos hydro-electric station, the cliff Cabo Girão as well as the Natural Parc of Madeira.
Mission to Lisbon, 20 September 2007
On 20-21 September, Commissioner Danuta Hübner launched the Regions For Economic Change Initiative together with Francisco Nunes Correia, Portuguese Minister for Environment, Spatial Planning and Regional Development, during the conference EU INTERREGIONAL COOPERATION FORUM 2007 - Celebrating INTERREG IIIC – Launching INTERREG IVC in Lisbon, Portugal.
In her speech the Commissioner underlined that "through regional policy the regional and local levels are amongst the most valuable assets for Europe. It is at regional level where knowledge is circulated and transferred, innovation systems are built and where competition to attract investment takes place. Today, in a global world, it is clearer than ever that the competitiveness of Europe cannot be achieved by the Union or by individual Member States acting on their own. They need the regions to succeed and economic success requires a close cooperation between all of them." Ms Hübner developed the three-step process - finding information, cooperating with others in order to develop new approaches and finally the transfer of the good practice to the implementation stage - that both the new interregional cooperation programmes and the Regions for Economic Change initiative are designed to support. In her conclusions, the Commissioner for Regional Policy encouraged the regional representatives to be open to new ideas and not to work in isolation, but to get together with regions facing similar problems, to benefit from experiences made elsewhere, in order to develop solutions and to address the challenges they are facing.

Komisarz Danuta Hübner wzięła udział w spotkaniu Komisji Europejskiej z Prezydencją Portugalską w Porto.
Następnie Komisarz Hübner była gościem seminarium na Uniwersytecie w Coimbrze dotyczącym kwestii partnerstwa oraz efektywności polityki regionalnej w kontekście zaangażowania obywateli.
W dniu 3 lipca br. Komisarz Hübner złożyła oficjalną wizytę w regionie Alentejo, gdzie odwiedziła projekty współfinansowane w ramach polityki spójności w miejscowościach Portalegre i Efora. Następnie Pani Komisarz spotkała się z przedstawicielami władz lokalnych i regionalnych odpowiedzialnymi za politykę regionalną.

Region Norte (Portugalia), 26-27 marca 2007
Komisarz Danuta Hübner złożyła oficjalną wizytę w mieście Bragança, w regionie Norte w Portugalii. Podczas wizyty Komisarz wygłosiła przemówienie podczas ceremonii oficjalnej prezentacji Programu Współpracy Przygranicznej Portugalia - Hiszpania 2007-2013 (realizowanego w ramach Europejskiej Współpracy Terytorialnej). Uczestnikami ceremonii (poza przedstawicielami władz lokalnych i regionalnych) byli między innymi Minister Środowiska, Gospodarki Przestrzennej oraz Rozwoju Regionalnego Portugalii Francisco Nunes Correia oraz Minister Środowiska Hiszpanii Cristina Narbona, z którymi Komisarz odbyła także bilateralne spotkania.
Ponadto Minister Francisco Nunes Correia oraz Sekretarz Stanu odpowiedzialny za Rozwój Regionalny Rui Nuno Baleiras towarzyszyli Komisarz Hübner podczas wizyt projektów: TRANSMUSEOS I i II w Bragança (wielofunkcyjna sieć przygranicznych muzeów: odnowa muzeum na Zamku Zamora oraz restauracja starego budynku Banc de Portugal w Bragança) oraz projektu CTAG CEIIA Autocluster w Porto (stworzenie platformy do rozwoju technologicznego sektora samochodowego w portugalskim regionie Galicia - Norte).
Przemówienie - Structural Funds in Portugal
Lizbona i północ Portugalii, 14-15 września 2006
Komisarz Danuta Hübner odwiedziła Portugalię w dniach 14-15 września. W pierwszym dniu wizyty Komisarz odbyła spotkanie z Ministrem Środowiska, Planowania Przestrzennego i Rozwoju Regionalnego, Prof. Francisco Nunes Correia oraz sekretarzem stanu ds. Rozwoju Regionalnego, Panem Rui Baleiras. Rozmowy poświęcone były głównie przygotowaniu Portugalskich Narodowych Strategicznych Ram Odniesienia na lata 2007-2013, jak również obecnej implementacji programów spójności (2000-2006).
15 września Komisarz uczestniczyła w V Europejskiej Konwencji Górskiej w Chaves na północy Portugalii. W swym wystąpieniu wprowadzającym Komisarz Hübner przypomniała, że tereny górskie korzystać będą ze wsparcia na rzecz spójności terytorialnej w latach 2007-2013. Podkreśliła też, że wymiar terytorialny w nowej polityce spójności zakłada większy nacisk na programy na rzecz zrównoważonego rozwoju w miastach, na obszarach wiejskich oraz obszarach z naturalnymi barierami dla rozwoju.
