"Kryzys gospodarczy przeorał Europę w sposób bardzo negatywny. Na powierzchnię wyszły ukryte animozje, nasilają się tendencje ksenofobiczne, wzrastają nastroje nieprzychylności wobec imigrantów. Wszystko to jest nad wyraz niepokojące". Europa nie radzi sobie ze zjawiskiem imigracji. Stoimy między dwoma skrajnymi podejściami. (...).

Intervention by Professor Danuta Hübner
You have come to Brussels just a week after the debate in the European Parliament on the State of the Union and its future. We have problems which require from all of us to work jointly on solutions. We are getting out from the crisis and sparing no efforts to put the economy on the path of long term growth, restore the capacity of our economy to create jobs, invest in innovation, in a more resource-efficient economy. Major regulations aiming at restoring confidence in the financial sector are being adopted. Soon the debate on the future, post-2013 budget for Europe's joint action will begin. We must ensure that the European framework provides an environment conducive to growth, competitiveness and employment. We must also continue reforms that will make our European single market facilitate growth and competitiveness.
Romania is among those Member States most dramatically affected by the crisis, in terms of growth, employment and the public deficit. It faces the challenge of fiscal consolidation. It needs growth to cope with unemployment and the competitiveness of its economy.
It must continue restructuring and modernisation of its economy. Structural reforms are needed in Romania to mobilise more efficiently its growth potential, to better respond to people's expectations, accelerate the process of catching up with other Member States of the European Union and to make its economy more competitive in the global context.
It is of utmost importance for Romanian enterprises, small and large businesses to take full advantage of the single European market. Europe is supporting growth and modernisation of the Romanian economy through its regional policy. Romania is currently one of the largest beneficiaries of structural funds with nearly 20 billion euro until 2013. More than 35% of it has been already allocated to thousands of projects. A wide range of activities are financed, with involvement of local authorities, businesses and NGOs. One of the objectives is the support to business sector.
Wise and efficient absorption must be accelerated. Implementation of Growth Pole strategy can speed up the structural change. Support to private sector can boost growth and employment. Romanian support for and participation in the Danube strategy is important and appreciated. But it can further benefit from the involvement of regional and local level, as well as from the engagement of the private sector.
There is a need to further improve administrative capacity at regional and local levels. We also count on the involvement of Romania in the debate on the future European cohesion policy. We also count on Romania's contribution to growth so badly needed in Europe. Each and every part of the European territory can contribute to making Europe's economy stronger, capable of generating new sustainable jobs and more relevant globally.
